You'd obviously have the High Elf racial power and whatnot, but IME most players rarely use those anyway and the stat bonuses are fairly minor in Skyrim so it's easy enough to make an Altmer archer. So, you could make a High Elf but set their height to, say, 0.9 or 0.85 (you might want to experiment with the height setting before making your real character, just to test if the height seems about right) and give them a more Wood Elf-like skintone. Incidentally, if you use the mod RaceMenu (requires SkyUI and SKSE, download it from the Nexus) you can have a lot more control over your character's looks than with the vanilla UI, including you can set a custom skin tone and change your character's height. if you're playing as though you're still loyal to the Thalmor, just investigating the things then you'll have to assume something like your colleagues don't know and you can't risk telling them and breaking your cover. Bear in mind that if you start the main quest you'll be removed from the Thalmor faction (IIRC you start in it for reasons of them not freaking out that you're in their building).
